-  Panel Debate with experts (5 min. each)

Questions for debate:

- A house near the EU Institutions for Civil Society and Citizens?

- A virtual house accessible from anywhere in the Union?

-  Has ECAS got it right with 3 C's - Civil Society, Citizens' Rights, and Citizen Participation?

A budget line has been created by the European Parliament.  The idea has a 90% approval rate in a survey.  The question is not whether the house will be built, but how, and how long will it take?

To make the case, a progress report will be distrubted to participants.
