A Public Debate on Enforcement for Law in a Europe without Barriers

The 6th European Forum of Citizens Advice Services of 24-25 February 2009 ( Programme of the Forum (download here ) ) is opening up to a full-scale public debate on how to improve enforcement and judicial as well as non-judicial remedies for the European citizens.

Questions for discussion:
→ How to bridge the gap between the case-law on European citizenship of the European Court of Justice and the much improved, consolidated used framework and what happens on the ground?
→ Why is Directive 2004/38, the so-called citizenship directive, being studied by the Commission and the European Parliament as an important test case? Is it because application is disappointing, not to say disastrous?
→ What recommendations can be made to political parties and candidates during the European election campaign so that the future European Parliament and Commission give more priority to enforcement?
