Working Paper On The Partnership Principle In The EU Cohesion Policy
| This 24 page paper brings together evidence from researchers and policy makers about how the partnership principle is being applied, very unevenly, in EU Cohesion policy. At a time when the structural funds are being discussed for 2007-2013, the seven recommendations on how to strengthen the partnership to include citizen and civil society are highly topical.

20 Achievements in 20 Years: ECAS 1991-2011

In this document, we highlight 20 achievements by ECAS over the last 20 years in the context of our
programme under three C’s: Civil society development, Citizens’ rights, Citizenship and governance. A few things stand out:
- ECAS has helped create new European associations and networks and improve access to the EU for non-profit organisations;
- ECAS has been a pioneer in European participatory projects starting with a hotline for citizens, and a key stakeholder on ways to improve the communication channels between citizens and the EU institutions, bringing both of them closer together;
- ECAS is a distinctive and rare European association because it is directly accessible to citizens;
- ECAS has stood at the forefront of promoting citizen friendly institutional and Treaty reforms, such as the general anti-discrimination clause and better standards of consultation;
- ECAS has advocated in support of enlargement and civil society in candidate and neighbouring countries, particularly in relation to its Ljubljana declaration;
- ECAS has created the European Civil Society House which is about to take on its first virtual existence as a one-stop shop for citizens.

EXTENDED BRIEFING NOTE NO.3 : CREATING A EUROPEAN CIVIL SOCIETY HOUSE (2011)
| ECAS is setting out to create a European Civil Society House (ECSH) in order to bridge the gap between citizens and the EU Institutions in the interests of both. Among all the prestigious institutional buildings, agencies and 15,000 lobbyists round the EU, citizens should have their own space. This should take the form in 2011 of a virtual house, accessible from anywhere in the EU and neighbouring countries through the online platform citizenhouse.eu, in order to facilitate cross-border dialogue and networking. In 2012 a start should be made on physical facilities bringing together associations particularly in the areas of human rights and democratic participation. The extended briefing notes explore in depth the progress made so far in terms of the concept development, specific functions and indicate the next steps to take. The results of an EU-wide survey on the creation of the ECSH are discussed and analysed.

MIND THE GAP: TOWARDS A BETTER ENFORCEMENT OF EUROPEAN CITIZENS' RIGHT OF FREE MOVEMENT (2009)
| The Report highlights the failure to enforce existing legislation, singling out the so-called “citizenship objective” (2004/38/EC) which “has been so badly applied as to have effects opposite to those intended.” The number of European citizens living and working in another Member State is only 8.8 million – less than two per cent.This short 28 page report explains the practical reality faced by European citizens, by first considering the gap between the legal framework and the way it is applied. Most frequently asked questions by artists and answers about their European Citizens' Rights (2011)

The "Most frequently asked questions" publication focuses on the main area of difficulties for artists, such as social security taxation.
Each chapter will try to answer in detail the problems artists encounter in their daily life, by means of a question and answer structure, and the help of some concrete example.
The last question plays the role of "security exit". Giving an overview of the services that the European Union has set up in the recent years, the "Source of help?" chapter aims to provide the readers with helpful tips on how to find an answer to their problems.

THE FINANCIAL RELATIONSHIP BETWEEN NGOS AND THE EUROPEAN COMMISSION
| This policy research paper is one of a series of three prepared by ECAS with support from the Charities Aid Foundation. “At the moment concerns about the financial regulation were being expressed in private behind the scenes because NGOs were concerned about their short-term financial interests. It was probably time however to go public and together with financial institutions and foundations providing guarantees or so-funding for projects, push for revision of the financial regulation” ECAS hopes this paper contributes to such a discussion.

RETHINKING EUROPEAN CITIZENSHIP: Free movement of people

Recognising an urgent need to impress upon Convention delegates the importance of a debate on European Citizenship; ECAS asked some leading scholars in the field, to come together and express their vision on how European citizenship should be conceived and framed in a future European Constitution.
On the basis of these essays, ECAS has drafted its own Blueprint for European citizenship. The 10 article text can be found towards the end of the book. We hope our efforts to re-think European citizenship will help the Convention revive this Cinderella concept so that in fifty years time – there really is dual citizenship, both national and European unlike both sides of the EURO coins.

Originally prepared for the Understanding Europe – The EU Citizen’s Right to Know Conference on April 2003 this report links the concepts of information and participation in the democratic process and argues that the new Constitutional Treaty for the European Union should include a right for people to be informed about the factual aspects of the activities of the EU.
Written by Richard Upson, former head of the Citizens First Programme – which aimed to inform people in all Member States about their rights and opportunities in the European Union and its Single Market – this publication is a timely report on the future relations between the European Union and its citizens.
